“SUPER TEXAS ALERT: The Education Bureaucracy at Its Worst”

I have just been alerted that HB 2836, which was already a terrible bill, has been amended to create a devious mechanism to go back into the already-adopted Texas curriculum standards (TEKS) and change them. No doubt this committee substitute is a creation of the Ratliff clan and Raise Your Hand. 

Seek TruthSTACKED STUDY COMMITTEE

 

If adopted, the committee substitute to HB 2836 would create an interim study of the TEKS; but out of the 14 members on the study committee, only 2 would be SBOE members who really have a grasp of curriculum standards, testing, and instructional materials.  

 

The rest of the 12 members of the TEKS study committee would be 4 appointed by Lt. Gov. David Dewhurst from the Senate Public Ed. Comm. (politicians) and 2 from the general public.  House Speaker Joe Straus would appoint 4 from the House Public Ed. Comm. (politicians) and 2 from the general public.  

 

This means that at least 8 would be politicians from the Texas Legislature, and we have already seen how vulnerable they are to being manipulated by the education bureaucracy. 

 

The four added people from the public could easily come from the education bureaucracy. 

 

The end result is that the 2 SBOE members could find themselves in a lonely corner while the other 12 who are tied to vendors and/or lobbyists could control the curriculum standards (TEKS) put into our public school classrooms!  

 

The only thing that has kept Common Core Standards from flooding into every Texas public school in our state is the Type #1 TEKS adopted by our Texas State Board of Education beginning in May 2008.  

 

CSCOPE is Type #2 and has managed to slither under the radar into 70 % to 80% of our Texas public schools, but we citizens working alongside some of the Texas Legislators are making progress in divesting Texas of CSCOPE.  One of the biggest points of leverage that we have to get rid of CSCOPE and also TASA’s iCloud is that they do not align with the Type #1 TEKS.  What would we citizens do if we lost the Type #1 TEKS?    

 

SBOE MEMBERS EXCEPT FOR THOMAS RATLIFF

 

In most cases (except for Thomas Ratliff who is serving on the SBOE illegally because of his being a registered lobbyist who sells to clients with whom the SBOE and the TEA do business), these SBOE members represent us, “we the people.”  Because SBOE members serve without any remuneration (different from the other elected politicians), most SBOE members care deeply about our public schools; most are very dedicated individuals who seek to serve and not to make money for themselves.

 

THE RATLIFF CLAN AND THEIR COHORTS

 

Unfortunately, the Ratliff family (Bill, Thomas, Bennett, Shannon) are heavily vested in Raise Your Hand and in other political entities that have managed to influence our Texas Legislators, particularly during this 83rd Session.

 

 

Bennett Ratliff is a freshman Texas Rep. 

 

The chair of the House Ed. Comm., Rep. Jimmy Don Aycock, has a daughter who is a lobbyist for Raise Your Hand. 

 

Mike Moses, who has been involved with Raise Your Hand since its inception, has made millions from the education Golden Goose and is also tied to TASA and TASB – the education bureaucracy that wants NO accountability for those millions of tax dollars that we taxpayers put into the public schools.

 

RATLIFFS TIED TO BILL GATES AND MICROSOFT

Nothing would please the Ratliffs more than to be able to go back into the Type #1 TEKS and change them right back to the Type #2 TEKS that were in place in Texas from 1997 – 2008. 

 

Thomas Ratliff, SBOE member, is a registered lobbyist for Bill Gates’ Microsoft and has been for over 12 years.  Gates is tied to the Common Core Standards (CCS) and has used his vast wealth to pressure, push, and “drive” the education bureaucracy in our country to adopt the CCS.   

 

Remember that it is Gates, Ratliff, and many other vendors/lobbyists who stand to make a fortune from CCS since the entire initiative will be conducted using technology and digitized systems/software/hardware/databases.   

 

Our own Texas Legislature just voted last week 140 – 2 NOT to adopt the CCS; but if the Legislature votes for this committee substitute to HB 2836, the type #2 philosophy of education that permeates Common Core Standards could become the required curriculum standards for Texas!

 

TEKS BATTLE ALREADY FOUGHT AND WON

 

Texas has already fought the battle at the SBOE level to adopt new Type #1 TEKS in English/Language Arts/Reading, Science, Social Studies, and Math. These were huge battles and huge victories that went on from 2006 – 2012.  It is upon those new Type #1 curriculum standards that the STAAR/End-of-Course tests have been based.

Various SBOE members from both sides of the aisle and other trusted reviewers have taken the actual STAAR/EOC tests.  Even though they had to sign legal agreements forbidding them from sharing test questions, etc., these people have been allowed to testify that the tests do align with the Type #1 TEKS.  

 

NO MORE LEGISLATION NEEDED – “LEGISLATORS, HANDS OFF”

 

In other words, the STAAR/EOC’s do follow the Texas Education Code already; we do not need any more legislation nor any more meddling, tinkering, or interference by the Texas Legislators.  The laws are in place and are being followed.  Texas was on its way to authentic education reform until this 83rd Legislative Session decided to intervene and micro-manage what was already an excellent New Plan.

 

Texas’s New Plan that was begun in May 2008 contains Type #1 TEKS, Type #1 STAAR tests at each grade level (3 -8), Type #1 STAAR/EOC’s in each of the high school core courses, and 4 x 4 graduation requirements which make sure that all students who graduate under this New Plan have a sound foundation in basic and logical/analytical thinking skills. 

 

 

So far this New Plan only applies to the 10th graders on down; but in time, all Texas graduates who walk across that stage will be equipped to be high-information voters and citizens.    

 

 

ACTION STEP

 

None of us should have any doubts about what is at stake here: the future of our country and the future of our school children.  Please call every Texas Legislator and tell them all that if they dare to vote for HB 2836, HB 866, SB 3, SB 1724, and HB 5, we will hold them accountable and responsible for the destruction of tearing down Texas’ chances to lead the nation in authentic education reform.  

 

 

Below is the most egregious part of the committee substitute to HB 2836 that was introduced at yesterday morning’s Senate Education Committee meeting. 

 

Excerpts from the Committee Substitute to HB 2836

 

Sec. 39.0236.  STUDY OF ESSENTIAL KNOWLEDGE AND SKILLS AND

 

ASSESSMENT  INSTRUMENTS. (a) An advisory committee shall beestablished to conduct a study regarding the essential knowledge and skills ofthe required curriculum and assessment instruments administered        underSection 39.023 to students in grades three through eight.  The committee mustbe composed of:

( 1) four members of the senate education cornrni ttee appointed bythe lieutenant governor and four members of the house public educationcommittee appointed by the speaker of the house of representatives;

(2)  two    members   of      the     public       appointed      by     the

 

lieutenant governor;

 

(3)  two members of the public appointed by the speaker of the houseof representatives; and

(4) two members of the State Board of Education appointed by thechair of the board.

(b)    The study must evaluate:

 

(1)  the number and scope of the essential knowledge and skills ofeach subject area of the required curriculum under Section 28.002 andwhether the number or scope should be limited;

(2)     the number and subjects of assessment          instruments

 

(3)     under Section 39.023 that should be administered tostudents in grades three through eight; andthe number andsubjects ofassessment                                                                                           instruments

 

under Section 39.023 that should be administered to students in grades threethrough eight; and

(4) whether          assessment       instruments        described        by

 

 

 

Subdivision (2) should assess only essential knowledge and skills or should alsoassess supporting standards.

(c)  Not later than October 1, 2014, the committee shall prepare andsubmit to the governor, each member of the legislature, the commissioner, and theState Board of Education a report that includes the results of the study andrecommendations regarding each issue evaluated under Subsection (b).

(d)   This section expires June 1, 2015.

“Texas Legislators: Determining Students’ Fate”

Today HB 866 and HB 2836 will be debated in the Senate Education Committee. If passed, both bills would destroy the writing skills of our Texas public school students.

I would hate to be in these Texas Legislators’ shoes and leave behind the legacy from the 83rdLegislative Session as being the one that destroyed students’ chances to live fulfilling lives, both hindering their future choices and limiting  their opportunities in life.

 

TEXAS LEGE ON WRONG TRACK

 

On 4.30.13, the Texas House passed unanimously HB 2836.  This bill removes STAAR testing of Writing in 4th and 7th grades, the only two grade levels below high school in which Writing is tested on the STAAR.  

Writing is communication. When done well, good communication occurs. When done poorly, communication breaks down.

If HB 2836 and HB 866 were to make it out of the Texas Legislature, the public accountability for teachers in K-8 to teach children to write well would be lifted.  The end result: 

“What gets measured gets treasured.”  

“What gets tested gets taught.” 

“What doesn’t get tested does not get taught.”

 

IMPORTANCE OF GOOD COMMUNICATION SKILLS

Written communication involves two different factors: (1) clearly worded content in English and (2) grammar/usage/spelling/punctuation in English that clearly communicate the writer’s message.

Yes, good writing is an important communication skill for a multitude of reasons.

However, guess what the weakest score on the 9th grade STAAR/EOC’s given last year was…Writing.  

 

STAAR/EOC TESTS: WRITING IS WORST

On 1.29.13, the Texas Education Agency announced the STAAR end-of-course test results from last year’s 9th graders.  Below are the percentages (cumulative) of students who failed the Spring 2012 STAAR/EOC’s: 

 

  • English I Writing  – 27.4%
  • Algebra I  – 15.3%
  • English I Reading — 18.8%
  • Biology  – 9.0%
  • World Geography — 15.2%

 

Also released on 1.29.13 were the Grades 4 and 7 STAAR Writing results:

29% (cumulative) of all Grade 4 and 7 students failed the STAAR Writing test.  

 

TEXAS LEGE MUST NOT DUMP ACCOUNTABILITY FOR GOOD WRITING SKILLS

It is the lack of college-ready and workforce-ready skills in written communication among our Texas high-school graduates that frustrates employers and college professors the most.   

Our Texas public school students desperately need to improve their abilities to communicate in writing. 

All the way from K through Grade 12, our Texas students need teaching and accountability in both aspects of composition: (1) clearly worded content and (2) grammar/usage/spelling/punctuation that clearly communicate the writer’s message.

These skills are not going to improve over night; we cannot wait until 9th grade to hold students accountable for good written communication skills. 

The new curriculum standards in English / Language Arts / Reading (ELAR-TEKS) adopted by the elected members of the Texas State Board of Education in May 2008 carefully lay out grade-level-specific writing elements that teachers need to teach and students need to learn. These ELAR/TEKS grow in depth and complexity from one grade level to the next, and the composition requirements do the same.  

The slow, steady progression of rigor in composition skills along with the public accountability on the STAAR/EOC Writing tests is what will result in Texas high-school graduates who can communicate well in writing.  

 

*HB 5 which also passed the House does not require students to take the STAAR/EOC in English III.  This is a capstone grade level.   The STAAR/EOC in English III is meant to hold students (and their teachers) accountable for sophisticated composition skills.  

As students progress through school, their composition skills will improve if it is evaluated for both (1) content and (2) grammar/usage/spelling/punctuation.  

To dump 4th and 7th grade STAAR Writing tests will send a message to both students and teachers that written composition is not important; and, therefore, other subject matter tested on the STAAR tests will supplant an emphasis on quality composition skills.    

 

GREEN, YELLOW, AND RED PEOPLE:  CATEGORIES IN EDUCATION

 

CSCOPE and the Green Yellow and RedGenerally, I believe there are two different types of philosophies of education; and nearly all educators, curriculum, vendors, organizations, and advocacy groups fall into one of these two categories.  (3.3.13 — “Type #1 and Type #2 — Two Completely Different Philosophies of Education” -

Next, there are also three different types of individuals involved; and we can see this all across America.

 

The “green” people are those who go-along to get-along; they go with the status quo and are content to follow whatever teaching fad is in vogue at the present time. These people are not bad people but are easily deceived by those who have ulterior motives (e.g., drive-by media, national educator organizations, left-leaning politicians, CSCOPE, Common Core Standards).

 

The “yellow” people are those who are driven by greed, money, power, and fame. Many of these people are vendors, lobbyists, or school employees who look past the egregious content of their products so long as they themselves are benefitting.  Into this group fall some CSCOPE/TESCCC/ESC employees, Thomas Ratliff, Mike Moses, Pat Jacoby, TASA, TASB, etc.

 

The “red” people know exactly what they are doing. They have long-term goals to change America, and they realize that the best way to do this is to indoctrinate this and succeeding generations of school children in their classrooms.  Into this group fall such people as Obama, Arne Duncan, Linda Darling-Hammond, Bill Ayers, the National Education Organization, and many other left-leaners.      

 

Politicians can come in all different colors – green, yellow, and red. Those who blindly follow are green. Those who seek fame, fortune, and/or control for themselves are yellow. Those whose aim is to change America from a capitalistic, free-market Republic into a Socialist, Communist, Marxist country are red.  

 

I do not believe that very many of our Texas Legislators fall into the “red” category, but I do believe many of them do fall into the “green” or “yellow” categories.

 

Guess whose daughter is a lobbyist for Raise Your Hand…Rep. Jimmy Don Aycock’s, the chair of the House Education Committee. He has even been known to stop the proceedings on the House floor to call Raise Your Hand to get their “blessing” on education issues.  I wonder who Aycock called!

 

Guess which organization is totally committed to preserving the “yellow” people…Raise Your Hand which is led by Bill Ratliff, Mike Moses, and the education establishment (TASA/TASB, etc.).

 

Is it any wonder that this session’s legislators are giving the ed establishment every wish they could possibly ever desire?

MY COMMENTS BACK TO SEN. DAN PATRICK ON 5.11.13

I have written extensively about the importance of keeping the New Plan in place. What you and Aycock as the education leaders in the legislature are doing is destroying the progress that we conservatives have worked for well over 10 years to put into place – Type #1 TEKS, Type #1 STAAR/EOC’s, individual accountability for both teachers and students through having grade-level-specific goals, a graduation plan that would, if allowed to be fully implemented, eventually elevate the college and career readiness of our high-school graduates.

 

What you and the other legislators are doing is going to throw us back into the  same 1997 – 2007 mess our public schools were in for ten years, thus allowing Type #2 to continue to do its damage.  Without the public accountability at each grade level to grade-level-specific Type #1 curriculum standards, there will be no incentive for teachers to teach the new Type #1 TEKS; and they will go right on teaching their Type #2 curriculum units.  Without the STAAR/EOC’s at each grade level, the parents will have no measuring stick to prove whether their children have been taught Type #1 or Type #2.

I have tried over and over to explain to non-educators what it is like in the public schools; and by now after going through this CSCOPE mess (largely created because of SB 6), you should understand how vicious and hard-nosed the education establishment can be.  The only way to force them to change direction from Type #2 to Type #1 is to hold them publicly accountable individually. 

Without the STAAR Writing tests being given from K to 8,  English teachers are simply not going to teach students grammar/usage/spelling/cursive writing/expository/persuasive/research and will fall back to the same Type #2 holistic scoring that has turned out the type of graduates we have right now. 

By not requiring all students to take World History and World Geography, irreparable harm will be done to students’ grasp of America’s place in the history of this world; and we will see low-information voters fall for any charlatan who comes along. 

Not requiring at least Algebra II for all students will allow many students to take the path of least resistance while they are young and immature; and many of them when they arrive in their senior year of high school will suddenly realize that they are unprepared for their future choices.

Students need four rigorous years of high school. The New Plan requires students to spend four rigorous years of high school – no more sloughing off the junior and senior years.  The idea of basically allowing students to choose a career pathway early in their high-school career and then de-emphasizing the 4 x 4 rigor of the junior and senior years is indeed the Marc Tucker plan.

CSCOPE FINALLY COMPLIES WITH REQUEST FOR FINANCIAL DOCUMENTS

5000 Pages of documents arrive after threat of a subpoena earlier in the week from Senator Dan Patrick.

Seek Truth Stop CSCOPE in Texas SchoolsAUSTIN—Over the past several months, Senator Dan Patrick, Chair of Senate Education, and a vocal critic of the CSCOPE program, has asked for detailed financial information from the TESCCC and the 20 Board members who sell the CSCOPE lesson plans to nearly 900 school districts statewide. After becoming frustrated with a lack of response for the detailed financial information, Senator Patrick sent a letter earlier this week to all 20 participants in CSCOPE saying he would request a subpoena for this information if his committee did not receive it before today at 5 p.m. Late this afternoon the Senate Education Committee office received over 5000 pages of detail dating back 5 years on each CSCOPE region.
  ”I’ m glad that the CSCOPE board finally recognized that they must respond to our request for detailed financial information,” said Senator Patrick. “I only wish I didn’t have to threaten a subpoena before getting this information,” added Senator Patrick. “For some reason the board at CSCOPE believes they are above open disclosure and total transparency to parents and legislators.  Over the past year CSCOPE directors have fought back against requests from parents and others for information. They had used the  non-profit corporation that they set up several years ago as the reason claiming they were not a public entity. The very first question Senator Patrick asked the CSCOPE witnesses in committee in January was about the non-profit.

Senator Patrick established that the non-profit didn’t have a phone number, an address, a checking account, or an address. He then asked them to close it down which they agreed to do. “It was clear to me the non-profit was set up to hide information from someone. I’m glad the board is beginning to understand they are a public entity and the people of Texas and the legislature have a right to their records,” said Patrick.

Please take the time to read these articles that explain how the Texas Legislature is deliberately dumbing down our Texas public schools.  If this trend by the Legislature continues to completion, this 83rd Legislative Session will go down in history as the Session that destroyed authentic education reform in Texas, resulting in an increase in poorly educated citizens, college students, and employees.

…That’s precisely why Texas legislators need to think back through a number of their decisions this session that would lessen expectations for students. They are passing bills that will set up less rigorous high school degree plans. And they are trying to deconstruct how the state assesses students and their schools.

 

The latest troubling move is the Texas House’s decision last week to end the state’s writing exam for fourth- and seventh-graders. If HB 2836 becomes law, Texas students will move through elementary and middle school without ever taking a state writing achievement test. The first time they would take a state writing test would be in ninth grade.

 

…But do we really want to wait until ninth grade before knowing whether students are proficient in writing, especially since barely half of Texas ninth-graders passed this year’s STAAR writing exam on the first try?

 

Writing, after all, is fundamental to critical thinking. Steve Graham, an Arizona State University professor, studies its impact on student development. Here’s his take:

“Good writing is a complex process involving skillful planning, evaluation and revisions as well as the mastery of a host of writing skills including handwriting, typing, spelling, grammar, and sentence and paragraph construction. Students must acquire these fundamental writing processes and skills in order to create clear, compelling, and engaging text that persuades, informs, or tells a good story.”

 

A recent essay by Graham makes clear that he also is worried about what will happen if the Senate passes HB 2836:

“If this becomes law, students will face a single high-stakes writing test to graduate high school, without the benefit of earlier low-stakes tests to inform parents, teachers, and students of their progress towards writing proficiency.”

 

…Being able to communicate is a prerequisite to moving ahead after college or high school.Research from the National Writing Project, Graham says, shows 93 percent of white-collar and 80 percent of blue-collar workers contend that writing well is essential to their careers.

 

Yet here we are in Texas, ready to take writing out of our early testing loop. This could set up our kids for failure.

 

I just don’t see how this is a good thing, any more than the Legislature walking away from demanding high school degree plans. Not when education is so central to getting Texas’ future right — as well as that of the United States.

 Texas Senate Votes To Roll Back High-Stakes Testing in High School”

AUSTIN — High-stakes testing of high school students would be rolled back sharply under legislation that the Senate approved Monday.

 

Students would have to pass only five end-of-course tests to graduate — instead of the current 15 — under the Senate bill, which also revamps graduation requirements.

 

The legislation is similar to a bill the House has already endorsed, and differences will have to be negotiated with just three weeks left in lawmakers’ session.

 

But the bills set up Texas students for another sweeping change in school standards. It comes as a response to teachers’ and parents’ complaints about too much testing but also raises criticism that the state that pioneered tough accountability measures is pulling back.

 

…Under the Senate proposal, high school students would have to pass exams in English I and II, Algebra I, biology and U.S. history to receive a diploma. Ten other exams that students must now pass — such as English III and Algebra II — would no longer be required.

 

Although Gov. Rick Perry had voiced support for keeping more of the end-of-course tests, the best he could do was retain the English III and Algebra II exams as optional for school districts. The Senate bill would make the exams diagnostic. Students would not have to pass them to graduate, nor would they count in school performance ratings.

 

The Senate bill also would replace current graduation requirements with a new system under which students would select one of multiple paths to graduation, called “endorsements.” They include arts and humanities, business and industry, science and math, and distinguished achievement.

 

All students would have to take at least four years of English and three years each of math, science and social studies for the basic “foundation” diploma. Students would take additional math, science and social studies depending on their graduation path. But they could also take the minimum course load, if their parents approved.

 

Currently, most students take four years of study in English, math, science and social studies.

 

Texas Association of Business president Bill Hammond criticized the Senate bill, saying the weaker requirements will “doom generations of students to a mediocre education and low-wage jobs.”

 

…Senators approved more than two dozen amendments before passing the bill, including the option for school districts to use the English III and Algebra II end-of-course tests. The two exams are considered strong indicators of college readiness, but they would no longer have to be passed by students to graduate.

 

“This will give school districts important feedback on the college readiness of their students,” said Sen. Tommy Williams, R-The Woodlands, who offered the amendment. If districts choose to use the exams, the cost will be covered by the state.

 

Another change would drop an earlier plan to rate all individual campuses with letter grades instead of the current designations — exemplary, recognized, acceptable and unacceptable. But school districts as a whole would receive letter grades…
